۲۱ آذر مصادف است با روز سرکوب خونین ملت آذربایجان در سال ۱۳۲۵ خورشیدی (۱۲ دسامبر ۱۹۴۶). در این روز، حکومت ملی آذربایجان که بر اساس قانون مشروطه و برآمده از اراده ملت تورک آذربایجان بود به طرز وحشیانه ای توسط ارتش رژیم مستبد پهلوی و متفقانش سرکوب شد و دهها هزار آذربایجانی که اکثریتشان از قشر تحصیلکرده و فرهیخته بودند به قتل رسیدند. اینک با وجود گذشت ۷۴ سال از این جنایت تاریخی هنوز ملت آذربایجان خاطره آن را بیاد دارد و آرمانهای رهبران حکومت ملی در ذهن و جان ملت آذربایجان زنده است.
حکومت ملی آذربایجان ثمره تلاشها و ایده های آزادیخواهان آذربایجانی انقلاب مشروطه و همچنین حرکت شیخ محمد خیابانی بود که توسط فرقه دمکرات آذربایجان جامعه عمل پوشانده شد. این حکومت که به رهبری سید جعفر پیشه وری در ۲۱ آذر ۱۳۲۴ اعلام موجودیت کرد در دوره کوتاه مدتی که در قدرت بود خدمات ارزنده ای در آذربایجان انجام داد. آنچنان که بعنوان نمونه موفقی از خودمختاری سیاسی در ایران توسط ملل غیر فارس نیز مورد احترام و پیروی قرار گرفت و روزنه امیدی شد برای رهایی این ملتها از یوغ استعمار و استبداد حکومت مرکزگرای پهلوی. فلذا این حکومت، نمونه بارزی از خواست حق تعیین سرنوشت ملل غیر فارس در تاریخ ایران است.
کشتار و جنایات رژیم پهلوی در ۲۱ آذر ۱۳۲۵ نمونه بارزی از نسل کشی و دشمنی فاشیسم نهادینه شده در سیستم سیاسی ایران در آن روزگار است که هنوز هم مورد حمایت گروههای پان فارس دولتی و غیر دولتی در ایران می باشد. این جریان فاشیستی با گذشت ۷۴ سال هنوز جنایات خود بر علیه ملت آذربایجان را در قالب رژیم جمهوری اسلامی ادامه می دهد. اینان با تحریف تاریخ و وارونه نشان دادن وقایع ۲۱ آذر و نیز بایکوت واقعیتها خواستند که حکومت ملی و ایده های رهبران آن را از حافظه تاریخی ملت آذربایجان پاک کنند. با اینهمه امروز شاهدیم که ملت آذربایجان، با آگاهی و بصیرتی که نسبت به تاریخ و هویت خود پیدا کرده است همچنان آرمانهای حکومت ملی و رهبران آن را به یاد دارند و هنوز هم به دنبال همان اهداف و آرمانها هستند.
ما به عنوان حزب مرکزی آذربایجان یاد و خاطره رهبران و دهها هزار شهید ۲۱ آذر ۱۳۲۵ را گرامی داشته خود را پیرو آرمانهای ارزشمند آنان می دانیم. ما معتقدیم رهایی ملت آذربایجان جنوبی از استبداد و استعمار سیستم مرکزگرای جمهوری اسلامی نیز در گرو بدست آوردن حق تعیین سرنوشت این ملت است. همچنان که فرقه دمکرات آذربایجان نیز با مبارزات خود و حمایت ملت آذربایجان این حق را هرچند به مدت کوتاه بدست آورد. مبارزات فرقه دموکرات آذربایجان و فعالیتهای سازنده حکومت ملی آذربایجان بعنوان تجربه ای ارزنده چراغ راه ما در مبارزه علیه ظلم و استبداد رژیم جمهوری اسلامی خواهد بود.

The 21st of Azar (12th of December) is the anniversary of the bloody suppression of the Azerbaijani nation in the 12th of December 1946. On this day, the Azerbaijan National Government, which was formed in accordance with the Constitution and emanated from the will of the Azerbaijani Turkish nation, was brutally suppressed by the tyrannical Pahlavi army and its allies, and tens of thousands of Azerbaijanis - many of whom were educated and intellectuals - were massacred. Now, after 74 years of this historic crime, the Azerbaijani nation still remembers it and the aspirations of the leaders of the National Government are alive in the minds and lives of the Azerbaijani people.
The National Government of Azerbaijan was the fruit of struggles and ideals of pro-democracy and freedom-seeking Azerbaijani individuals in the “Constitutional Revolution” as well as “Sheikh Mohammad Khiabani Movement”, that came into existence by the Azerbaijani Democratic Party. Led by Seyyed Jafar Pishehvari, this government was created on 12th of December 1945 and despite its short period in power, it rendered invaluable services in Azerbaijan in such a way that - as a successful example of political autonomy in Iran - it gained the respect and became a source of inspiration and imitation by the non-Persian nations and generated hope for the liberation of these nations from the yoke of colonialism and tyranny of the Pahlavi centralist government. Thus, the National Government of Azerbaijan is a clear example and manifestation of the aspiration for the right of self-determination for the non-Persian nations in Iranian history.
The massacres and crimes committed by the Pahlavi regime on the 12th of December 1946 were prime examples of the genocide and hostility of institutionalized fascism in the Iranian political system at that time, which are still backed up by governmental and non-governmental Pan-Persian groups. Even after 74 years since those events, this fascist movement continues its crimes against the Azerbaijani people

By distorting history and manipulating the 12th of December events and denying the facts, the adherents of this fascist movement have tried to wipe out the National Government and its leaders' ideals from the historical memory of the Azerbaijani nation. However, today we are witnessing that the Azerbaijani nation has gained awareness and consciousness over its history and identity and still remembers the aspirations of the National Government and its leaders and still pursues the same goals and aspirations.
As the Central Party of Azerbaijan, we cherish the memory of the leaders and tens of thousands of martyrs of the 21st of Azar (12th of December 1946) and stick to their lofty aspirations. We believe that the liberation of the South Azerbaijani nation from the tyranny and colonialism of the Islamic Republic's centralized system is also conditioned to this nation’s right to self-determination, just like the Azerbaijan Democratic Party, which gained this right with its struggle and the popular support from the Azerbaijani people – even though it was short-lived. The struggle of the Azerbaijan Democratic Movement and the constructive activities of the Azerbaijan National Government as a valuable experience will shed light on our path in our fight against the Islamic Republic’s tyranny and oppression.
As the Central Party of Azerbaijan, we cherish the memory of the leaders and tens of thousands of martyrs of the 21st of Azar (12th of December 1946) and stick to their lofty aspirations.
